A state filing puts a $69M price on the apartment project at 5550 LBJ Freeway in Dallas, with work dated Feb. 1, 2026 to Feb. 1, 2028. For developers weighing office-to-residential deals along LBJ Freeway, it is a registered cost benchmark: about $163.51 per sq ft, reusing the existing garage.

The record is Texas Department of Licensing and Regulation accessibility registration TABS2026005264, filed Nov. 6, 2025. It lists LBJ Financial JV, LLC as owner and WDG Architecture Dallas, PLLC as design firm. The scope reads: a 5-story and partial 7-story multifamily building using the existing parking garage. The city on the filing is Dallas.

Why it matters

This filing shows an owner entity committing a number and a two-year schedule to one LBJ Freeway site. The Real Deal reported Oct. 14 that High Street Residential is converting vacant Dallas office buildings into affordable housing; we credit its headline only.

We found no state or city record that ties LBJ Financial JV, LLC to a named operating brand. NBC DFW reported in April 2025 that Dallas City Council approved buying the 10-story tower, with High Street Residential Inc. as developer and the Dallas Public Facility Corporation as owner. We attribute that to the outlet. Outlets also differ on unit count, 435 versus 399, so we print neither.

The numbers

  • Estimated cost: $69,000,000 per the filing.
  • Size: 422,000 sq ft, or about $163.51 per sq ft of registered scope.
  • Schedule: Feb. 1, 2026 start to Feb. 1, 2028 completion, 24 months.
  • Type of work: new construction, per the filing, on an existing office address.

A TABS registration is a plan filed for accessibility review. It does not show a groundbreaking, financing or a city incentive, and we have not seen any of those in a record.

What’s next

Watch for Dallas building permits at 5550 LBJ Freeway, which would show whether construction has started and who the general contractor is. A recorded deed of trust would show the lender and loan amount. More on the market is on our Dallas-Fort Worth page.
