April Housing, a Blackstone Real Estate portfolio company, plans a $17 million renovation of Palm Park, a 160-unit affordable rental community at 12575 Green Cay Farm Boulevard in Boynton Beach. The deal was announced October 11 and is structured as a re-syndication that extends affordability for at least another 30 years. The Housing Finance Authority of Palm Beach County is the public partner.

Why it matters

Palm Park was built in 2007, so it is a relatively young property to need a full rebuild of its systems. That is the story. Affordable stock financed in the 2000s is reaching the age where roofs, HVAC and windows must be replaced, and institutional capital is stepping in to buy, recapitalize and lock the rents in place.

Blackstone’s presence matters for Palm Beach County developers. A Wall Street owner with a dedicated preservation arm competes for the same aging tax-credit deals that local nonprofits and mid-size sponsors have long worked. April Housing’s head of preservation, Perica Bell, said re-syndication “allows us to lock in affordability for at least another 30 years.”

The numbers

Spread across 160 units, $17 million works out to roughly $106,000 per unit, our calculation from the announced figures. For a seven-building, 2007-vintage community, that is a heavy rehab.

The scope is extensive:

  • New HVAC, flooring, paint and stainless-steel appliances
  • Hurricane-impact windows and sliding glass doors
  • Full roof replacements, waterproofing and exterior repairs
  • Elevator modernization and accessibility upgrades
  • Rooftop solar

The announcement did not disclose debt, equity or tax-credit amounts, and it gave no start or completion dates. April Housing separately extended affordability last month at a 336-unit South Florida community and is about to begin renovating it, the same report said. Blackstone’s other local activity is in different asset classes, such as its Fort Lauderdale industrial purchase.

What’s next

Watch for the Housing Finance Authority’s agenda and bond documents, which would reveal the financing stack and the construction schedule. Also watch whether April Housing repeats the playbook on other 2000s-era properties across South Florida. If rehab per unit holds near $100,000, preservation will keep beating new construction on cost for investors chasing long-term affordable income.
