BART’s board has authorized exclusive negotiations with Pacific Development and Affirmed Housing to build 643 homes, 176 of them affordable, on agency land at Fremont Station, the transit agency confirmed.

Why it matters

For Bay Area builders, contractors and lenders, this puts an 8-acre, 643-home site in Fremont on a negotiated track with a named team, ahead of any public bid for the work. BART’s board approved the selection on October 22, 2026, after an RFP released April 28, 2026, according to the agency’s project page.

Phase 1 covers the northeast side of Fremont Station. BART says it is planned as predominantly residential, with ground-floor retail and services, consistent with the City of Fremont’s City Center Community Plan.

The numbers

Under the preliminary site plan, the project calls for 643 new homes at the station, with 176 of those units set aside as affordable, according to BART. That puts the affordable share at roughly 27 percent. The plan also shows a landscaped plaza near the station entrance and new bike and pedestrian access from Mowry Avenue. At least about 700 parking spaces will remain for riders once Phase 1 starts, BART says. BART has not yet released a construction cost estimate or a projected completion date, both of which are expected to firm up as the exclusive negotiating agreement moves toward a final development agreement.

What’s next

Pacific Development and Affirmed Housing now move into exclusive negotiations with BART, a phase that typically covers entitlements, financing structure and a final development agreement before any site work begins. Neither BART nor the development team has released a groundbreaking timeline. The site is one of several BART is offering for housing across the San Francisco Bay Area through its transit-oriented development program.
