Bexar County commissioners on Oct. 13, 2026 advanced a $5 million state grant application for the South Beach Pavilion redevelopment at Joint Base San Antonio-Fort Sam Houston. The request, item #56 on the Commissioners Court agenda, is addressed to the Texas Military Preparedness Commission. The court authorized an application, not an award: no grant has been awarded or received.

Why it matters

County and city officials have already committed $25 million to convert South Beach Pavilion, a 130,000 sq ft building at JBSA-Fort Sam Houston, for use by the Defense Health Agency. The Defense Health Agency and the U.S. Air Force have identified the building as their preferred site for consolidating headquarters functions there, Texas Public Radio reported from the same commissioners court session. The $5 million state application is meant to supplement that local funding, not replace it, which keeps the project dependent on separate approvals clearing on three different tracks: city, county, and now the state.

For San Antonio, where military installations anchor a large share of the local economy, the filing is another data point on how much of that base-adjacent redevelopment still runs through grant applications rather than committed capital. A project tied to a federal agency’s space needs carries real staying power once it moves, but the money has to clear each layer first.

The numbers

The application seeks $5.0 million from the Texas Military Preparedness Commission. If awarded, it would add to the $25 million in city and county funding already committed, Texas Public Radio reported. The request covers core and shell work on the 130,000 sq ft building. Item #56 authorized only the county’s electronic submission of the application; the agenda record does not show a grant award, a contract, or a construction start.

What’s next

The application now moves to the Texas Military Preparedness Commission for review, with no decision date set in the agenda record reviewed for this item. Because the redevelopment already carries $25 million in local commitments, the $5 million state request functions as a gap-filler rather than the project’s anchor funding. Until the commission acts, or the county publishes a follow-up item showing an award, the South Beach Pavilion project remains a pending application, not a secured grant.
