A six story walkup at 170-49 Cedarcroft Road in Jamaica Estates, Queens, now carries 95 open class C violations, the city’s immediately hazardous category, according to Department of Housing Preservation and Development records. Inspectors added 17 of those violations in a single week, October 24 through October 26, 2026.

The newest violations split between two apartments. In unit 6B, inspectors cited lead based paint hazards on a door, door frame, window frames and a dumbwaiter, paint that tested positive for lead content and sits on a deteriorated subsurface. In unit 2D, inspectors found a mouse infestation, broken ceramic floor tile in the bathroom and defective plastered ceiling surfaces.

HPD’s registration for the building, filed under registration number 400428, names the corporate owner as Irene Realty Co LLC. Antonios Feggoudakis is listed as the sole member and head officer, with Tome Kola as site manager. The ownership entity’s registered business address is 142-30 Sanford Avenue in Flushing, about four miles from the Cedarcroft building itself.

Some of the building’s open hazard violations date back years rather than weeks. A roach infestation violation in apartment 2B, originally issued in March 2022, remains open under the status “first no access to re-inspect violation,” meaning HPD has been unable to get back into the unit to confirm a fix.

Why it matters

A 95-violation open count in the city’s immediately hazardous class signals a building where conditions have been accumulating faster than an owner is correcting them. Lead paint hazards in an occupied unit carry health risk for children in particular, and HPD’s own backlog on the 2022 roach case shows how an unresolved violation can sit open for years without resolution tracked back to the owner.

The numbers

  • 95 open class C, immediately hazardous, violations citywide HPD record for building ID 642993.
  • 17 new class C violations issued October 24 to October 26, 2026, split between apartments 6B and 2D.
  • Registration 400428 lists Irene Realty Co LLC as corporate owner and Antonios Feggoudakis as sole member, both at 142-30 Sanford Avenue, Flushing.
  • One open violation, a roach infestation in apartment 2B, has been open since March 2022.

What’s next

HPD’s class C violations carry certify-by and correct-by deadlines, and an owner who misses them can face escalating city enforcement, including emergency repair orders where the department completes the work and bills the owner. HPD’s own registration record shows the building’s registration lapsed September 1, 2026, meaning Irene Realty Co LLC is due to file a new annual registration on top of clearing the open violations.
