Delray Beach CRA Weighs RH Development's West Atlantic Ave Pitch
Delray Beach's CRA will weigh RH Development's West Atlantic Ave pitch Oct 27, plus a $15,000 lot sale for affordable housing.
The Delray Beach Community Redevelopment Agency will decide Oct 27 whether to keep talking to RH Development Group, LLC about an unsolicited proposal to redevelop blocks of West Atlantic Avenue, the same meeting where the agency is weighing a $15,000 sale of three vacant lots for affordable housing.
Why it matters
The RH Development item is the agenda’s marquee question. Resolution 2026-17 is up for a second public meeting on the company’s unsolicited pitch, covering the SW 600 block and the NW 800 block of West Atlantic Avenue. The CRA board is not voting to approve a deal. It is deciding whether to find the proposal in the public interest, authorize staff to open negotiations on a Comprehensive Agreement, and trigger the public notice steps Florida Statutes 255.065(3)(d) and 163.380 require before any disposal of CRA land can proceed. Staff has also produced a financial assessment and a report on regional infrastructure plans tied to the site, both attached to the agenda. No agreement exists yet. The resolution only authorizes the CRA to keep negotiating under the state’s unsolicited-proposal process.
The numbers
On the same agenda, Resolution 2026-16 asks the board to approve a purchase and sale agreement selling three CRA-owned vacant lots at 630, 704 and 708 SW 4th Street to the Delray Beach Community Land Trust for $15,000 total. The land trust would build three affordable or workforce single-family homes under Request for Proposals CRA No. 2026-01. A companion funding assistance agreement would also cover infrastructure improvements, development and permit fees, and construction financing for the same three lots. The two items share a meeting date and little else: one is a large private redevelopment pitch still working through a statutory notice process, the other is a small nonprofit land disposal already at the purchase and sale agreement stage.
What’s next
If the board adopts Resolution 2026-17, CRA staff must publish the public interest finding report in the Florida Administrative Register for seven days and issue a notice of disposal for a minimum of thirty days before any Comprehensive Agreement with RH Development Group can move forward. The land trust sale under Resolution 2026-16 would close once the purchase and sale agreement and funding assistance agreement are executed. Both remain board decisions, not done deals, heading into the Oct 27 meeting in Delray Beach, part of South Florida’s Palm Beach County redevelopment corridor.
