Delray P&Z to Weigh 352-Unit Easton at Atlantic Project
Delray Beach's P&Z Board will review an eight-story, 352-unit building and six townhomes on the 16.26-acre Congress Park site.
Delray Beach’s Planning and Zoning Board meets October 19, 2026 to consider a Level 3 Site Plan and Master Development Plan for The Easton at Atlantic, an eight-story, 352-unit multifamily building with six three-story townhouse units and an eight-level parking garage on the 16.26-acre Congress Park property at 160, 190 and 220 Congress Park Drive.
Why it matters
The filing, Case Nos. 2025-191 and 2025-192, would bring 358 residential units to a site now held by a cluster of TMT Properties entities and the Congress Park Owners Association. A Level 3 site plan is the city’s most detailed review tier, covering architecture, landscaping, drainage and traffic before any building permit can follow. An eight-story tower on this 16.26-acre tract is a notable density step for the Congress Avenue corridor.
The numbers
The main building totals 352 units across eight stories, with six additional three-story townhouse units bringing the project to 358 residential units on the combined 16.26-acre site. The three parcels sit at 160, 190 and 220 Congress Park Drive. Parking is consolidated into an eight-level garage attached to the main building. Covelli Design Associates filed the applications as agent of record. The city’s review is being handled by Principal Planner Rafik Ibrahim and Senior Planner Alexia Howald.
What’s next
The Planning and Zoning Board’s recommendation on Case Nos. 2025-191 and 2025-192 goes next to the Delray Beach City Commission for final action on the site plan and master development plan. Property records list the owners as TMT Properties 180 Delray LLC, TMT Properties 220 Delray LLC, TMT Properties 190 and 200 Delray LLC and the Congress Park Owners Association. The public agenda packet does not name a developer separately from this ownership group. The American Developer will track the hearing outcome and any changes to the unit count or garage design as the case moves toward the commission, part of our ongoing South Florida development coverage.
