Four Pompano Beach Projects Hit Site Plan Review, No GC Set
Out to Bid: a public REIT retrofit, an industrial warehouse, a five-unit infill building and a transit-corridor apartment project all clear review with no builder attached.
Four development projects go before Pompano Beach’s Development Review Committee on Wednesday, September 2, and none of them has a general contractor attached yet, according to the city’s posted agenda. For Broward-area GCs and subcontractors, that is the actionable fact: these owners are still shopping, and site-plan review is the earliest reliable signal that a project is about to need a builder.
Why it matters
Site-plan review happens before most owners solicit bids, so a GC or major sub who reaches out this week is ahead of the pack rather than chasing a filled slot. The most reachable name on the agenda is CTO Realty Growth Inc (NYSE: CTO), a publicly traded REIT that co-owns the Citi Centre parcel with Tomoka25 Pompano LLC, a public company with an investor relations line and a track record of shopping general contractors through normal channels. The other three projects sit with private owners: LMG 10th Street Inc on the industrial warehouse, and individuals Sandra L. Millan and Jacobo Quinones on the boutique apartment building, and Juan Roberto and Natasa Elizabeth Elias on the transit-corridor building. Smaller owners like these are frequently the ones still deciding on a contractor when a bigger developer has already locked one in.

Atlantic Blvd. Site-plan approval typically precedes permitting by weeks to months, and none of these four owners has filed for a building permit yet, which means the general contractor decision on all four is still open.
