Hallandale Beach CRA to Pay Vessel Technologies Up to $11.2M

Hallandale Beach’s Community Redevelopment Agency has agreed to pay Vessel Technologies up to $11.2 million for 53 apartments built in a factory, the kind of purchase order a city usually cuts for fire trucks or generators, not housing. The CRA board signed off on two not-to-exceed contracts rather than a construction bid, treating the buildings as a product it is ordering rather than a project it is overseeing.

Why it matters

Cities that want affordable units built usually hire a developer, approve a design, and wait through a construction timeline they do not control. Hallandale Beach instead bought a specified building outright from Vessel Technologies, a New York company selling modular apartment structures as a manufactured product. It is Vessel’s first agreement with any community redevelopment agency and its first project in South Florida, a test of whether a public housing agency can shortcut the usual development process by treating an apartment building the way it treats fleet equipment, ordered to a spec instead of built to a plan.

The numbers

The CRA’s board authorized two contracts on agency-owned land in South Florida: up to $4.2 million for a 23-unit building at 128-132 SE 2nd Terrace, and up to $7 million for a 30-unit building at 414 SE 3rd Avenue. Combined, the two not-to-exceed contracts total the $11.2 million ceiling for 53 units.

What’s next

Vessel builds its units under a product line called Calypso, engineered as a repeatable factory design meant to go up faster and cheaper than conventional construction, and the CRA’s bet is that ordering from that line beats a traditional request-for-proposals timeline. Neither the agency nor Vessel has released a construction start date or delivery schedule for the two sites. If the units land close to the contracted price and timeline, it gives every other CRA in the state a template for buying housing off a factory floor instead of building it from the ground up.
