Improv and Copper Blues convert a Mall at Wellington Green pad

The staff report concedes the mall's main entrance closes. The product answer is to turn the pad inside out and give it its own front door.

Petition 2026-0030-ARB goes before Wellington’s Architectural Review Board on July 29, and on paper it is a sign case. A blue awning, a repainted upper band, four wall signs. What it actually documents is what a Class-B Palm Beach County mall pad converts to once anchor retail economics stop working: an Improv Comedy Club and a Copper Blues restaurant at 10300 Forest Hill Boulevard, inside MUPD G, the 97-acre mall pod of the 456-acre Wellington Green project.

Why it matters

Read the mechanics, not the paint chips. The Copper Blues space was The Beauty & The Beeeef restaurant, and it has its own exterior door. Steady As We Go LLC is cutting an interior corridor between the two suites so the Improv can reach that door too. Wellington’s code is blunt about why that matters: a tenant with no exterior entrance independent of the mall’s main entrance gets no exterior wall sign. Staff then justifies the deviations by writing that visibility is “especially needed when the main entrance to the Mall at Wellington Green (MUPD G) is closed.”

That is a planner conceding in writing that the interior is no longer the front door. For anyone underwriting Class-B retail in the South Florida market, the conversion play is not a redevelopment. It is turning a pad inside out: sub-10,000-square-foot boxes, a 47-foot Improv facade and a 45-foot Copper facade aimed at the parking lot, and a use that fills the building at 9 p.m. instead of 2 p.m.

The numbers

TM Wellington Green Mall LP, mailing care of Starwood Capital Group, bought the parcel October 9, 2014 for $341.1 million. The county’s 2025 total market value is $76.3 million on 691,249 square feet and 33.19 acres, built 2001. That is about $493 a foot at purchase against roughly $110 a foot on the roll now, a 78 percent markdown, and the assessment has sat flat at $72.0 million, $73.8 million, $74.0 million and $76.3 million since 2022. An assessment is not a sale, but the direction is not ambiguous. The parcel’s legal description excludes the Burdines, Dillard’s, JC Penney, May and Nordstrom lease parcels, so this is the shop space alone.

What’s next

The board meets at 6:30 p.m. at Village Hall. Staff recommends approving the Improv sign at 36 inches, a 6-inch deviation, but cutting Copper Blues from two primary signs to one, and flags the painted Jimi Hendrix mural on the 10-foot screen wall as prohibited unless it is rendered in moss. The same agenda carries a second Pod G food item, signage for Pok Prime under 2026-0028-ARB.
