Neighbors near Baptist Health’s Kendall campus have filed 37 written objections against two apartment rezoning applications that would bring 146 units onto single-family lots along the Kendall Drive transit corridor, according to Miami-Dade County zoning case records tracked by the neighborhood group Protect Continental Park. Cape Summit 69 Holdings is seeking case Z2026000119 for 79 units at the southwest corner of SW 92nd Street and SW 84th Avenue, and the Serralta Family Trust is seeking case Z2026000081 for 67 units at 8401 SW 94th Street, both filed as EU-M to RMD district boundary changes.

Why it matters

For builders eyeing the Kendall Drive corridor’s density bonus, this is a two-part warning. The county’s own traffic review has already found both filings incomplete, Serralta’s on June 4 and Cape Summit’s on July 15, each still missing the required Traffic Impact Study Level I before either case reached a public hearing. That is a concurrency problem, not just a neighborhood objection problem, and it sits under a corridor where the county allows up to 36 units per acre and a 25 percent density bonus for projects with at least 10 percent workforce housing, under Miami-Dade Code Chapter 33, Article XLIIA. A wider pipeline of properties assembled by three ownership groups nearby has drawn 902 objections combined, per the tracking site, so any filing leaning on the corridor bonus should budget for a traffic fight and organized opposition well before a hearing date.

The numbers

Cape Summit 69 Holdings, managed by Luis Alonso, wants to rezone 1.44 acres from EU-M to RMD for a three-story, 79-unit building; 35 of the 37 objections target that filing. The Serralta Family Trust, with Ignacio and Vivian Serralta as trustees, filed for 67 units on 1.5 acres at their own single-family home site, also three stories, drawing 2 objections. Both cases sit with Miami-Dade’s Community Zoning Appeals Board for Community Council Area 12, Kendall, which has not scheduled either hearing as of August 10.

What’s next

Neither application has a hearing date. The Area 12 board’s next regular meeting is set for September 10, though the county has not confirmed either case for that agenda. Two related applications on adjoining lots, Continental Flats and a Galloway family expansion, are also pending with incomplete traffic reviews of their own, putting four rezonings covering 261 units in front of the same board. Developers working the Miami submarket should expect a traffic-concurrency review to clear before a workforce-housing density bonus does, not after.
