Kolter's 579-Home Artistry Wellington Rides Annexation Past the County
The annexation route delivered Kolter more single-family homes on the same acreage than Palm Beach County's own 2024 entitlement allowed.
Kolter Homes is bringing 579 single-family homes to a 446-acre tract of western Palm Beach County that the Village of Wellington annexed away from the county in March, the clearest recent sign that the annexation route, not the county’s own entitlement process, now decides how much single-family land gets built out on Wellington’s edges. The community, Artistry Wellington, is slated to open in summer 2027 on land known locally as Artistry Lakes, near the equestrian venues that anchor Wellington’s identity.
Why it matters
Palm Beach County approved zoning for the same site in 2024 that capped it at 534 units, 480 single-family homes and 54 townhouses, plus a requirement for roughly 47,000 square feet of office and retail. Wellington’s council voted March 10 to annex the 446 acres and rezone it under village rules, which cleared the way for Kolter to drop the commercial requirement and the townhouses in favor of 579 straight single-family homes, a net increase in single-family unit count on unchanged acreage. Palm Beach County had objected before the vote, arguing the parcel was not contiguous with the village. The council annexed it anyway; no referendum was required because no registered voters lived on the land. The numbers
Artistry Wellington will carry 579 single-family homes across 446 acres on the Southern Boulevard corridor west of Seminole Pratt Whitney Road, the site local coverage identifies as Artistry Lakes. The plan includes 15 lakes totaling about 116 acres of water, a private clubhouse and amenity campus, and homesites sized for floor plans running up to six bedrooms. Wellington’s council accepted a $1 million payment from the developer in lieu of building workforce units on site, replacing the county’s earlier workforce-housing condition.
What’s next
Kolter has not released pricing, homesite counts by phase, or a sales-center opening date, saying only that those details will follow as the community moves toward its summer 2027 opening. “Artistry Wellington represents an opportunity to bring together thoughtful home design, spacious homesites and a lifestyle experience,” said Victoria Imhoff, Kolter Homes’ division president. Palm Beach County and Wellington remain in a separate, unresolved dispute over their shared boundary agreement, a fight that could shape whether more county land west of Wellington ends up annexed the same way.
