Braver files 10 Coney Island towers, 989 units, 1,107 days post-deed

Every filing sits one unit under 100. The land cost works out to about $46,500 per unit.

Moshe Braver’s Bayview Complex LLC filed ten 12-story new-building applications with the Department of Buildings on Sept. 24, 989 units in total, 1,107 days after it bought the Coney Island land for $46,000,000. For developers and brokers, it is a large Brooklyn rental pipeline that has moved from land hold to plan review.

Why it matters

Nine filings carry 99 units and the tenth, 100 Oceanpoint Drive, carries 98. The Real Deal reads the 99-unit count as a way to stay under the 100-unit mark in the 485x tax-benefit wage rules; that is the outlet’s analysis, and the filings do not state a reason. The same 99-unit count appeared in two other filings we logged this week, including the Morris Avenue Bronx filing.

Seven of the ten sit on Oceanpoint Drive, two on Seacrest Lane and one at 2740 West 33rd Street.

The numbers

The deed from Oceangate Family Holdings LLC to Bayview Complex LLC is dated Sept. 13, 2023 at $46,000,000. Divided across 989 proposed units, land cost is about $46,500 per unit.

Financing runs through two lenders in the record. A 2024 agreement for $17,000,000 names Hakimian Partners LLC as the other party. A July 2026 mortgage of $4,260,000 and a consolidated agreement for $21,260,000 name Bank Hapoalim B.M. The DOB NOW filings show a cost field of 0, a placeholder, so no construction budget is on file.

All ten filings show “Pending Plan Examiner Assignment.” That is a filing, not an approval.

What’s next

The next DOB step is plan examiner assignment and review, and any approval would show in DOB NOW under the same job numbers. Watch for construction financing recorded against the lots, since the July 2026 lender documents total $21,260,000 against 989 units. We will track the filings in the New York market hub.
