Kingsland Group Asks to Rezone 24 Flushing Lots for 381 Homes

Kingsland Group LLC has asked the city to rezone a Flushing block around 36-04 Bud Place from M1-1 manufacturing to C4-4A commercial, with a text amendment to map Mandatory Inclusionary Housing, to allow two mixed-use buildings with 381 dwelling units. City Planning’s project page lists the application as Noticed, with its latest milestone dated September 29, 2026.

For a developer or broker, the change is the unit count: the same application read 245 units in the open-data mirror, and the live project page now says 381.

Why it matters

M1-1 is a low-density manufacturing district that does not permit new apartments as of right. A map change to C4-4A paired with MIH is the route to residential density on a site like this, and it comes with an affordability set-aside that sets the pro forma. The application covers 24 tax lots, so the outcome affects an assemblage-sized area rather than one parcel, and nearby industrial owners will watch how the Commission treats it.

The project is a ULURP application, with a zoning map amendment (260331ZMQ) and a zoning text amendment to Appendix F (N260332ZRQ). It sits in Community District 7 in Queens. The application was first filed on April 16, 2026, per the project’s milestone history.

The numbers

The record gives 381 dwelling units, 24 tax lots, and a requested change from M1-1 to C4-4A. It does not give a lot area or floor area in the project brief, so we cannot compute dollars or units per square foot of land here. Any per-unit figure would need the filed zoning analysis, which we have not seen.

One tie we checked and dropped: a $74.7 million PNC mortgage to Bud North LLC, recorded in September in ACRIS, sits on Queens block 11 lot 1 at 2-21 Malt Drive, a different site from the Bud Place lots in block 4968. The two are not connected on the record.

What’s next

The project page shows community board review and later City Planning Commission steps still ahead. Those dates are planned, not final, and a proposal is not an approval.
