Out to Bid: Key Bridge main span, Fall River, Governors Island

Public owners are putting out the largest work in the market this month. Maryland has issued a request for qualifications for the main span and marine approaches of the Francis Scott Key Bridge rebuild, the largest of the project’s four contracts, with statements of qualifications due August 19.

Why it matters

Private construction starts have thinned while public and quasi-public owners keep moving, and the qualification windows on these packages are measured in weeks. Teams that are not already assembled do not get to bid. The Key Bridge package in particular is a design-build procurement run as a two-step sealed proposal, which means the short list forms this fall and everyone outside it waits for the next cycle.

The land solicitations matter for a different reason. MassDOT and the Trust for Governors Island are both offering control of sites that would never come to market privately, and a request for expressions of interest is the cheapest possible option on a waterfront position.

The numbers

The Key Bridge main span will be a cable-stayed structure with a 1,665-foot main span and 3,365-foot total length, two concrete pylons rising to 602 feet, a vessel collision protection system at the main pylon piers, and roughly 660 feet of south-approach and 1,560 feet of north-approach bridge over water. A reduced candidate list is expected in fall 2026 and notice to proceed in summer 2027.

MassDOT has released an invitation to bid for redevelopment of about 20 acres of Taunton River waterfront in Fall River. The Trust for Governors Island issued an RFEI for Buildings 324 and 330, a former YMCA and theater. Broward County’s West Copans Rehabilitation and Redevelopment notice closes August 14.

What’s next
