Why a $4.2B data center campus picked Temple, Texas

Rowan's six-building Temple, Texas campus shows closed-loop cooling can beat the water objection, but only with metered, enforceable city limits.

Rowan Digital Infrastructure is building out a six-building, three-phase data center campus in Temple, Texas, about 70 miles north of Austin, and the city’s own agenda shows the fight has moved from whether the project happens to how its water and power use gets metered and capped.

Why it matters

For a developer scoping the next hyperscale site, Temple is a case study in what actually gates approval once power and water, not zoning, are the binding constraints. Rowan is covering the objection two ways: an air-chilled, closed-loop cooling system that avoids continuous water draw, according to the Killeen Daily Herald, and a campus built inside Temple’s Synergy Southeast Industrial Park, an area the city had already designated for heavy industrial use. The national lesson is that a developer can neutralize the water fight with equipment design, but a city will still demand it in writing. Temple’s council is set to vote Sept. 17 on Utility Service Agreements for all three Rowan sites that set “infrastructure requirements, timing and staging of water use, and enforcement mechanisms including mechanically limiting devices,” per the city’s own meeting notice. That is a metered, enforceable cap, not a goodwill pledge, and it is the template other cities weighing a similar campus will likely copy.

The numbers

The Herald reports the full buildout, three phases known as Temple, Stampede and Ranger, at a minimum $4.2 billion across six buildings, a figure Rowan has not published independently and that this article attributes to that outlet’s reporting. The Herald also reports the closed-loop system needs a one-time fill of roughly 1 to 2 million gallons per facility, then recirculates for 10 to 15 years before a major recharge is needed. Jobs figures vary by phase and by source: Rowan’s own Temple project page cites roughly 700 construction jobs and 40 permanent positions for the first facility alone, while the Herald reports the fuller campus could bring 1,500 to 2,000 construction jobs and a minimum of 120 permanent positions once all three phases are staffed.

What’s next

Temple’s council takes up an amended tax abatement agreement, the Phase 1B (“Project Lasso”) development agreement, an infrastructure agreement, and the three-site utility agreements on Sept. 17, per the city’s notice. Council action on those items, not further zoning fights, is the next real checkpoint for developers tracking whether Temple’s model of design-plus-enforcement becomes the standard answer to water objections at other AI campus sites nationally.
