Terra, Frisbie Buy More of West Palm Beach Kennel Club Site
Terra and Frisbie paid $19.5M for 26.1 more acres of the former Palm Beach Kennel Club, their third buy at the site since 2025.
Terra Group and Frisbie Group have bought another 26.1 acres of the former Palm Beach Kennel Club site, paying $19.5 million for the parcel at 1111 North Congress Avenue, according to property records cited by The Real Deal. It is the third acquisition the partnership has made at the site since 2025 as it assembles land near West Palm Beach for a mixed-use redevelopment.
Why it matters
Terra and Frisbie have hit setbacks elsewhere in Palm Beach County this year, including a pulled-back Royal Palm Way assemblage and the voter rejection of their One Boca government center plan. The kennel club buy shows the partnership is still committing fresh capital to its West Palm Beach land assembly even as those other projects stall, a signal that this submarket remains a priority bet for David Martin’s Terra and Robert Frisbie Jr.’s firm.
The numbers
The seller, Investment Corporation of Palm Beach, which operated the shuttered dog track, sold the 26.1-acre parcel to a Terra-and-Frisbie-linked entity. That works out to about $747,000 an acre. It follows a $20.9 million purchase at the site in 2025 and a $7.79 million purchase in June, bringing the partnership’s total outlay across three tranches to roughly $48.2 million. The developers are assembling a 42-acre footprint in unincorporated Palm Beach County near the airport, where they applied in 2024 to rezone for 1,145 multifamily units and 120,000 square feet of retail and other commercial space under the Westgate Village name.
What’s next
Construction is expected to start this year, the South Florida Business Journal reported, citing a Terra spokesperson. The track has sat idle since Florida voters banned greyhound racing in 2020, ending a run that began in 1932, with some structures on site dating to 1963. Terra is also active elsewhere in the market, working with Sympatico Real Estate on downtown West Palm Beach’s Mr. C Residences and planning a separate waterfront condo project with BH Group on land it intends to buy from Jeff Greene for about $100 million.
