Texas Freezes Data Center Grid Hookups Pending Audit

Gov. Greg Abbott directed the Public Utility Commission of Texas and ERCOT on August 3 to audit every data center project in the state’s grid interconnection queue before any of them get a new hookup, and the grid operator has already started slowing the pipeline behind it.

Why it matters

Any developer with a Texas campus in the ERCOT queue now has an interconnection timeline that cannot be priced with any confidence. The audit requires each project to disclose its power source, water use, tax incentives and community impact plans before PUCT and ERCOT will let it proceed, and Abbott said explicitly that any project failing to comply “must be denied connection to the Texas grid.” That is not a formality; it is a live gate sitting on top of every deal already underwritten to a 2026 or 2027 energization date.

The numbers

ERCOT’s queue holds more than 1,800 projects requesting a combined 474 gigawatts, about 90% of it data centers, according to Abbott’s own figures cited by Utility Dive and the Texas Tribune. We checked that against ERCOT’s actual grid record rather than take the “five times” comparison on faith: EIA data shows ERCOT’s all-time peak load hit 91.1 GW on July 22, 2026. The queue is roughly 5.2 times that record, a gap wide enough that even a fraction of it connecting would strain the grid Texas has today.

What’s next

ERCOT’s own market notice confirms it will miss its August 7 deadline to tell transmission providers how each large load in the Batch Zero study is classified, and it will instead ask PUCT for a “good cause exception” at the commission’s August 20 open meeting. That date is the next real checkpoint: it will show whether the pause is a short compliance pass or a longer freeze, and whether projects already deep in the queue get grandfathered ahead of new entrants.
