UM's 30-Year Coral Gables Deal Would Add a Hospital, 17,500 Students

The Coral Gables City Commission took up the University of Miami’s long-term development agreement on second reading Tuesday, the final local step for a package that rewrites what the university may build on its Coral Gables campus. The deal runs 30 years and lets UM operate a full-service hospital of up to 100 beds, per Miami Today.

Why it matters

This is an entitlement reset for the city’s largest institutional landowner. The university gets capacity through the comprehensive plan and zoning code instead of project-by-project variances, which makes it far more durable. Hospital use inside the campus Multi-Use Zone is new; UM’s current Lennar Foundation Medical Center on campus is outpatient only. For Coral Gables, the price of that certainty is a 5.5-acre Lee Lincoln parcel conveyed to the city for a public park, 70 metered parking spaces moved from city management to UM, and annual payments from the university that step up 4% a year.

The numbers

The city staff report raises the University Campus maximum floor area ratio from 0.7 to 1.0 and replaces a 6.8 million square foot cap with the FAR standard. Coral Gables Gazette estimated that could allow roughly 3.7 million additional square feet. Enrollment may rise from 13,000 to 17,500 students. Ancillary retail in the Multi-Use Zone climbs from 15% to 20%, and almost 14 acres along Ponce de Leon Boulevard join the Multi-Use Area. A hospital over 100 beds would need a separate conditional-use review. Miami Today reports the Gables Village residential complex, 573,804 square feet and 1,458 beds, targets mid-2029.

What’s next

No hospital site or building plan has been filed, so the first real test is an application inside the Multi-Use Area near University Station, likely a separate review. Watch for the recorded ordinance and agreement terms, then UM’s Campus Master Plan review and the first development filings under the new FAR. Developers and landowners across South Florida should treat this as the template for pairing a density increase, a new use and a boundary expansion in a single approval.
