Urbania Files 28-Story Tower at 7915 East Drive, North Bay Village
The site is still zoned for its 1959 low-rise, but Urbania paid $21 million for it and wants 339 feet in its place.
Urbania Development has filed plans for a 28-story, 70-unit condo tower at 7915 East Drive on North Bay Village’s Harbor Island, on the site of Bayview Villages, a 41-unit low-rise condo built in 1959. An Urbania affiliate, Urbania Management, bought the 0.77-acre waterfront parcel for $21 million in July 2026, according to Florida YIMBY.

North Bay Village’s Harbor Island has been quietly upzoned for towers while its older buildings stayed low-rise, and Urbania’s filing shows a developer moving to close that gap. Miami-Dade County property records confirm the parcel, formerly Bayview Villages at North Bay Condo, sits on land zoned RM-70, the classification that lets a 1950s garden building give way to a 339-foot tower. For developers assembling sites in Miami, North Bay Village’s small older condos on Harbor Island are trading as land plays now, not income properties, and the entitlement math already favors the buyer.
The numbers
Urbania’s plan calls for 28 stories rising to 339 feet, with 70 residences in 2, 3 and 4-bedroom layouts starting at 1,997 square feet. That is a net gain of 29 units on the same footprint, even as the building height climbs from a handful of stories to 28. Revuelta Architecture International designed the tower, which the filing describes with a mostly glass facade with beige and gray accents, 142 parking spaces (roughly 1.5 per unit), multiple resort-style pools, and a ground-floor waterfront path Urbania is calling the Island Walk. The 33,000-square-foot site last traded for $8 million in 2008, before Urbania’s $21 million buy this July.
What’s next
The project remains at the conceptual and planning stage as of September 1, with no formal North Bay Village Planning & Zoning Advisory Board hearing yet scheduled in the village’s public meeting records. Urbania will need approvals from the village, which has taken up comparable towers nearby, including a 26-story, 94-unit proposal a few lots away on West Drive, before the Bayview Villages site can be demolished and construction can begin.
