Halsey Street Buyer Files 10-Unit Plan 15 Days After Deed

The buyer is an LLC with no public brand behind it. The records show $5.0M of recorded debt against a $3.4M price, and a lot that last sold on the public index for $110,000 in 2005.

A vacant 2,000-square-foot lot at 308 Halsey Street in Bedford-Stuyvesant changed hands for $3.4 million, and 15 days after the deed was recorded the new owner filed plans for a 10-unit, three-story building. The buyer is Halsey BK LLC, and no public record we found ties it to a named developer.

Why it matters

The deed from 312 Halsey LLC to Halsey BK LLC was recorded September 17. The DOB NOW filing for a new three-story building with cellar and 10 dwelling units was submitted October 2 and sits in plan examiner review. A buyer that files within about two weeks of closing usually had the design in hand before it bought. Because the lot is vacant per city PLUTO data and the filing shows no demolition, there was nothing to clear first. The filing names a corporation as owner and lists no business name, so we cannot say who is behind the LLC.

The numbers

The land price is $1,700 per square foot, or $340,000 per proposed unit. Two mortgages from Halsey BK LLC to Wisdom Equities LLC, for $3,060,000 and $1,940,000, were recorded with the deed. Together they come to $5.0 million, or 147% of the price, and two assignments of mortgage to Webster Bank followed the same day. The recorded debt is larger than the purchase, so it appears to cover more than the land, but the documents do not say how the extra $1.6 million is meant to be used. On the seller’s side, the index shows a 2005 deed at $110,000 and a $0 transfer in 2016 between entities sharing a mailing address. The 2005 price may not describe the lot as it is drawn today, so we do not treat it as a clean profit figure.

What’s next

Watch the filing’s status. A move from plan examiner review to approval would show whether the 10-unit scheme holds, and a permit would follow.
