Upper West Side owner combines 3 rowhouses, adds floors
Manhattan Landmarks Preservation Commission is set to weigh a new building across three combined Upper West Side rowhouse lots on November 10.

A single ownership entity has assembled three Upper West Side rowhouse lots at 345-349 West 71st Street and is asking New York City’s Landmarks Preservation Commission for permission to tear down the party walls between two 1896 rowhouses, raise a new building across all three lots, and add floor area with rooftop and rear yard additions.
The application, docketed LPC-27-00554, goes before the commission’s public hearing on November 10, 2026, for a Certificate of Appropriateness covering 345-349 West 71st Street in the West 71st Street Historic District. City records already show the three addresses merged onto a single tax lot, Manhattan Block 1183, Lot 15, zoned R8B.
Why it matters
Combining adjoining rowhouses, stripping the party walls, and pushing new floor area onto the roof and into the rear yard is a familiar play for developers working inside landmarked Manhattan districts, where zoning allows more bulk than the existing houses use but the Landmarks Preservation Commission controls what gets built on top of or behind a protected facade. The filing covers two Renaissance Revival rowhouses designed by Neville and Bagge and built in 1896, plus an adjoining vacant lot, all now under one owner.
ACRIS deed records confirm the assemblage is not speculative. A deed dated July 17, 2026 and recorded August 4, 2026 moved 349 West 71st Street from 349 West 71 LLC to Lincoln Square 71 LLC, the entity that now controls the combined lot. Acquisition financing tied to Derby Remmcf Holdings 1, LLP and DCC Remmcf Seller Churchill, LLC recorded against the same block and lot the same day, July 17, 2026.
The numbers
The application asks to combine the rowhouses, remove the party walls between them, construct a new building, add rooftop and rear yard additions, and alter the facades and areaway at 345-349 West 71st Street, Manhattan Block 1183, Lot 15, Community District 7, zoned R8B. The two existing rowhouses date to 1896.
What’s next
The Landmarks Preservation Commission hearing is scheduled for 9 a.m. Eastern on November 10, 2026, at 253 Broadway. A Certificate of Appropriateness vote is a prerequisite before any Department of Buildings permit can move forward, and the commission can approve, modify, or reject the design as filed. Nothing has been approved yet.
