Miami-Dade County issued a $60 million vertical construction permit on August 24 for a 26-story, 305-unit tower at 606 W Flagler St in Little Havana, according to the county’s own building permit record, which The American Developer tracks directly off Miami-Dade RER’s ArcGIS dataset.

An issued vertical permit, not a filed application, means construction financing has closed and framing work can start. Chang Construction Consulting LLC holds the contractor role, the one trackable name on a project otherwise routed through a single-purpose entity, 606 Flagler LLC. When Marcus & Millichap brokered the $13.25 million sale of the assembled site in December, the firm’s own release described the buyer only as “a local private investor,” with no company or principal named. Whoever is building it has not attached a public name to the project, but the permit itself says Miami’s west side is still absorbing new multifamily supply even with financing costs elevated.

The site itself, an 11-parcel assemblage known as the Havana River Assemblage running from West Flagler Street to Southwest 1st Street, last traded for $13.25 million in December.
