A Miami-Dade County building permit valued at $28 million is now out for the vertical construction of Alton Biscayne, a 336-unit rental at 11240 Biscayne Boulevard, and the deal reads as a wager that workforce pricing, not luxury rents, is what still leases in a supply-heavy corridor.

Why it matters

The Biscayne Boulevard corridor north of the Design District has drawn a wave of rental starts, and the risk for any new tower is a crowded lease-up. The partners are answering it with product mix rather than a bet on rent growth: 71 of the 336 apartments are set aside as workforce units. That structure widens the renter pool at delivery and, in Florida’s Live Local era, can unlock zoning and tax advantages that improve the pro forma. For developers reading the Sun Belt oversupply story, Alton Biscayne is a template for penciling ground-up multifamily when top-of-market rents are no longer a safe assumption.

The numbers

The project is a joint venture of Delray Beach-based Kolter Group, the Carlyle Group and Fort Lauderdale-based Altman, which acquired the 3.23-acre Biscayne Shores site for $15 million. PNC Bank provided an $86.1 million construction loan. Plans call for a 12-story building on grade with an adjacent seven-story parking garage holding 527 spaces, plus eight townhome flats in a detached two-story building along the western property line. The county permit covers roughly 701,000 square feet of new construction.

What’s next

Construction is underway, extending Kolter’s active South Florida rental pipeline, which also includes a North Beach assemblage and a Delray Beach Live Local project financed last month.
