Oct. 22 Council: two rezonings, up to $22.9M in MUD bonds
Two zoning cases and six bond resolutions are on the Oct. 22, 2026 agenda. All are proposals until Council votes.
Austin City Council’s Oct. 22, 2026 meeting, which starts at 10 a.m. CT, puts two industrial rezonings and six municipal utility district (MUD) bond approvals on the agenda. Nothing here is decided. Only Council votes, and a commission recommendation is advice.
Why it matters
Both cases ask Council to move land to limited industrial zoning. That matters to any developer sizing up industrial or flex sites in the city.
Item 50, case C14-2026-0026, covers 1125 and 1127 West 6th Street in the Lady Bird Lake Watershed. Phoenix Motor Works is the case name on the record. The applicant is SDC PMW, LLC. The request is to change CS-MU-V-CO-NP (general commercial services, mixed use, vertical mixed use, conditional overlay, neighborhood plan) to LI-PDA-NP (limited industrial service, planned development area, neighborhood plan).
Item 51, case C14-2026-0019, the Dalton Airport Overlay Rezoning, covers 1019 Dalton Lane in the Carson Creek Watershed. Owner and applicant HPI Acquisition, LLC asks to change I-RR (interim rural residence) to LI. Winstead PC is the agent.
The numbers
On item 50, staff and the Planning Commission both recommend granting LI-PDA-NP. On item 51, staff recommends LI-CO, which is LI with a conditional overlay, narrower than the LI requested. The Zoning and Platting Commission recommendation reads the same on the agenda page.
Items 13 to 18 are MUD bond resolutions, all marked “no fiscal impact” to the City. Each figure is a not-to-exceed authorization, not an amount issued:
- Moore’s Crossing MUD, unlimited tax bonds: up to $7,600,000.
- Pilot Knob MUD No. 2: up to $2,300,000, plus road bonds up to $2,480,000.
- Pilot Knob MUD No. 3: up to $4,400,000, plus road bonds up to $3,875,000.
- Pilot Knob MUD No. 5, road bonds: up to $2,245,000.
We added the six ceilings ourselves from the agenda. They total $22,900,000.
What’s next
Council hears both zoning cases at the Oct. 22 meeting and can grant, change or deny each request, or postpone it. A staff or commission recommendation does not bind Council. We will report the outcomes once the City posts results. Agenda items can also be pulled or postponed before the meeting.
