Bob Liu, Walter Lista Control Two of Four Kendall Rezoning Fights
Four Kendall rezonings near Baptist Hospital, 261 units total, are named and mapped, with two controlled by the same ownership group.
Four apartment rezonings clustered within two blocks of Baptist Hospital’s Kendall campus now have names attached to every filing, and two of them trace back to the same ownership group. Bob Liu, the Miami developer behind Capital Partners’ Liucon Development arm, and his partner Walter Lista control both Continental Flats, a 42-unit project at 8445 SW 94th Street, and the newer Galloway Expansion next door at 8455 SW 92nd Street, seeking 75 units. The other two filings, Cape Summit 69 Holdings’ 79-unit application led by Luis Alonso and the Serralta family trust’s roughly 65-to-67-unit request on its own home site, were the subject of our August 10 coverage of the traffic-review findings against those two cases.
Why it matters
For anyone underwriting a site on this stretch of the Kendall Drive corridor, the risk is not diffuse NIMBY sentiment, it is organized and specific. The neighbor-run tracker Protect Continental Park has logged objection reasons across all four cases: 88% of respondents cite traffic, 45% cite children’s safety, 42% cite loss of estate character and density, and 36% cite walking, biking and pet-related impacts. That is a coordinated opposition campaign built around measurable, filable objections, the kind that pairs with the traffic-engineering denials county staff already issued on the Cape Summit and Serralta cases. A developer assembling a site here should assume the same scrutiny applies to any new filing on an adjacent lot.
The numbers
The four pending cases total 261 units on single-family estate lots zoned EU-M or EU-1, all seeking a shift to RMD under the corridor’s density-bonus provisions. Continental Flats (Z2025000111) and Galloway Expansion (Z2026000118) account for 117 units under the Lista-Liu group. Cape Summit (Z2026000119) and the Serralta filing (Z2026000081) account for the remaining roughly 144 to 146 units. None of the four has a scheduled hearing before Miami-Dade’s Community Council Area 12.
What’s next
With all four applicants and case numbers now public, expect the Area 12 board to face a combined hearing block once traffic studies clear, rather than four separate votes spread across months. Anyone underwriting infill sites in Miami should treat this corridor’s density bonus as contested entitlement, not a by-right upzoning, until at least one of the four cases clears a public hearing.
