Dallas plan commission weighs Oak Cliff mixed-use rezoning Oct. 8
Dallas plan commission hears a proposed WMU-5 district at 341 S. Fleming Ave and a PD 931 expansion at 5200 Bryan St, held 35 days, on Oct. 8, 2026.
The Dallas City Plan Commission meets Thursday, Oct. 8, 2026, at 10:30 a.m., and three zoning cases on its agenda would change land use if approved. Two are planned-development requests in Oak Cliff and East Dallas, and one is a school district request for townhouse zoning. All three are proposals; the commission has not voted on any of them.
Why it matters
The first item, file 26-3209A, asks for a new Planned Development District allowing WMU-5 (Walkable Urban Mixed Use) uses on land now zoned CS Commercial Service. The site is at 341 S. Fleming Ave in Council District 4, on the southeast line of S. R.L. Thornton Freeway between Upton Street and Fleming Avenue. The applicant is listed as BMH Oak Cliff III LLC / Hudson Henley, and staff recommend approval subject to conditions. Rezoning from a service district to a mixed-use planned district is the step that precedes a residential or mixed-use build, so land buyers near the freeway should watch it.
The second, file 26-3212A, would amend and expand Tract 2 and Tract 3 of Planned Development No. 931 and add a new subdistrict at 5200 Bryan St in District 14. The applicant is Munger Place Church Inc., and staff recommend approval subject to an amended conceptual plan and amended conditions. A church, not a builder, is the named applicant, so no developer is identified in the record.
The numbers
The Bryan Street case was held over from Sept. 3, 2026. Counting to Oct. 8, that is 35 days under advisement. The third case, file 26-3214A, was held from Sept. 17, and Oct. 8 makes 21 days.
That third case is Dallas ISD’s request for R-7.5(A) single-family and TH-1(A) townhouse zoning plus a new Specific Use Permit for a public school, on Planned Development No. 825 land along Palisade Drive in District 5. Staff recommend approval subject to a site plan and conditions. The agenda text we read gives no acreage, unit count or square footage for any of the three sites, so we do not report one.
What’s next
The commission can approve, deny or hold each case again on Oct. 8, and its recommendation then goes to the Dallas City Council, where the final zoning decision is made. Developers with sites in the same corridors should read the posted conditions on each file, since conditions attached to a planned development set the permitted uses.
