Emre Tuna Investment LLC’s bid to rezone a 1.5-acre corner at 2500 NW 107th Avenue in Doral from Industrial to Corridor Commercial reaches the City Council for a final vote Wednesday, Sept. 9, after the council sitting as the Local Planning Agency and city staff both recommended approval following an Aug. 12 first reading. The site already carries a 32,902-square-foot mixed-use office building at the southwest corner of NW 25th Street and NW 107th Avenue. The rezoning adds no square footage on paper, but it changes what kind of tenant can lease the space, opening the door to retail and shopping-center uses the current industrial zoning does not allow.

Why it matters

The parcel has been zoned Industrial since the city’s incorporation, but the county’s Business future land use designation covering it has allowed commercial activity all along, an inconsistency staff says the zoning map has to catch up to. Doral is a co-applicant on the request specifically to fix that mismatch. The property sits at a signalized corridor intersection ringed by warehouses on the east and west, with a bank and other commercial tenants already operating inside the existing building despite its industrial label. For developers scanning Doral’s NW 107th Avenue corridor for site-selection signals, a rezoning that swaps industrial for retail-eligible commercial entitlement at an intersection this size, without a variance fight or a density increase to justify, is the kind of low-friction entitlement that tends to precede a lease-up or a sale.

The numbers

Both zoning districts cap the site at the same 114,345 square feet under the Business land use category’s floor-area ratio. Under the current Industrial zoning, that ceiling is reachable only as a six-story medical office. Under the proposed Corridor Commercial district, the same ceiling splits into a two-story retail center, sized for a supermarket-anchored shopping plaza at 49,005 square feet, plus 65,340 square feet of four-story general office. The city’s traffic engineer found that mix would add 916 daily trips but cut net new trips by 96 in the morning peak and 69 in the afternoon peak compared with the industrial baseline, which is why Doral Public Works recommended approval.

What’s next

The Council votes on second reading Sept. 9; if adopted, the ordinance takes effect immediately and no further land use change is required since the Business designation stays the same. No site plan or tenant has been filed yet, so the existing building continues operating as-is. Developers tracking South Florida infill sites should watch NW 107th Avenue for a listing or permit filing next.
