Hollywood's Beach overlay ties bonus height to design guidelines
Three South Florida boards, four filings, one calendar for developers who need to know what changes and when.
Hollywood’s Planning and Development Board takes up a city-initiated ordinance on Aug. 11, File 26-Z-18, that would blanket the entire Beach corridor, Intracoastal to the Atlantic and Dania Beach Boulevard to Hallandale Beach Boulevard, with a new Hollywood Beach Overlay District and companion design guidelines. The guidelines document we reviewed defines the building envelope in three vertical components with real numbers: a beach podium from grade to 40 feet, a mid-rise element from 40 to 100 feet, and a high-rise or tower element above 100 feet where the underlying zoning permits it. Gateway or Landmark projects in Precincts 2, 3 and 5 can request up to five additional stories above the otherwise applicable mapped maximum, but only through a development agreement approved by the city commission.
Why it matters
The catch for developers: these guidelines are not a new baseline for every parcel. The document is explicit that its standards “apply to development seeking optional bonus entitlements” and “shall not independently establish eligibility for, or increase, an optional bonus entitlement.” Base height and FAR live in a separate Part I text and Regulating Plan Map, and where the two conflict, Part I controls. Practically, that means a by-right project skips the design review; anyone chasing the bonus stories does not. Rooftop amenities get similar treatment: the guidelines require architectural integration but say dimensional limits “remain controlling” under the existing code, with a separate draft rooftop text amendment on the same agenda that we could not verify a link for.
Two other filings matter beyond the overlay. Doral’s Local Planning Agency hears File 26-6705 on Aug. 12, rezoning roughly 1.5 acres at 2500 NW 107th Ave from Industrial to Corridor Commercial for applicant Emre Tuna Investment LLC, a reversal of SoFla’s more common industrial-to-logistics drift. And Hollywood’s Historic Preservation Board hears two Certificates of Appropriateness for new single-family construction inside the Hollywood Lakes Historic Overlay, a signal on infill viability there.
