Thirty open Class C violations, the city’s “immediately hazardous” tier, are on the books at a six-story apartment building at 14-30 Seagirt Boulevard in the Far Rockaway-Bayswater section of Queens, according to Department of Housing Preservation and Development records. One of them is rent-impairing, a designation that gives tenants a legal path to withhold rent until the defect is fixed.
The violations, almost all issued after an October 27 inspection and sent out October 30, span the building from the basement to the roof bulkhead: missing or defective self-closing doors at a fire stairwell and a public hallway, a broken window in a third-floor apartment, missing window guards in a basement unit, and a defective door latch. HPD’s registration lists the building, BIN 4299223, under registration number 419350.
The rent-impairing violation, NOV 10733303, cites the building for storing plastic, garbage bags and storage bins in the boiler room in violation of the city’s multiple dwelling law. HPD approved the violation October 29 and set a November 5 correction deadline.
A search of ACRIS property records tied to the building’s block and lot, and of the NYC Public Advocate’s Worst Landlord Watchlist, turned up no identifiable owner or landlord name to attach to the violations; the building’s unit-by-unit sale history on file with the city points to condominium ownership rather than a single corporate landlord.
Why it matters
A rent-impairing violation is not just another code citation. Under the city’s Housing Maintenance Code, it is one of the few violation types that lets a tenant deposit rent with the city or a court instead of paying the owner directly, and it opens the door for HPD to perform the repair itself and bill the owner for the cost. Twenty-nine additional Class C violations on one building, most issued in a single sweep, point to a building-wide inspection failure rather than an isolated complaint.
The numbers
- 30 open Class C violations recorded against the building as of this week.
- 1 of those is classified rent-impairing (NOV 10733303, boiler room storage).
- October 27, 2026 is the inspection date behind most of the open violations; HPD issued the notices October 30.
- November 5, 2026 is the correction deadline on the rent-impairing violation; November 12 through November 30 are the certification deadlines on the rest.
What’s next
HPD’s self-close deadlines fall across the first three weeks of November. If the owner does not certify repairs, the violations remain open and the rent-impairing citation stays in effect, preserving tenants’ right to withhold rent through the city’s process. The American Developer will track HPD’s next inspection cycle at the address for compliance.
On the record
An independent pull of the city's Open Data HPD violations file on Housing Maintenance Code violations found 30 open Class C violations at the building as of this week, including one rent-impairing violation (NOV 10733303) issued October 30 for combustible storage in the boiler room.
