Harris County Commissioners Court has put data center development on its Oct. 15, 2026 agenda. Item 343, file 26-6897, is a “request for discussion and possible action regarding data center development and operations in Harris County, including the County’s existing authority and oversight,” per the agenda. The court meets at 9 a.m. CT at 1001 Preston. This is a proposal to discuss, and the court has not acted.

Why it matters

The agenda text names no site, company or sponsor. The item sits in the Precinct 4 section, but the text does not say who requested it; the meeting page is where a sponsor or attachments would appear. We did not find outlet coverage of the item.

The phrase “existing authority” is the part to watch. We have not sourced the legal limits on what a Texas county can regulate on private land, so we make no claim about what the court can or cannot do.

Other development items on the same agenda, all requests for approval:

  • Item 135 (26-6752) covers annual TIRZ revenue payments for 2025 (paid in 2026) for the twelve TIRZs in which the county participates.
  • Item 344 (26-6900) asks the County Judge to sign an interlocal agreement with the Southwest Houston Redevelopment Authority (TIRZ 20) to disburse bond proceeds for its projects.
  • Item 44 (26-6633) amends the existing agreement with that authority for mobility work from Sands Point Drive to Brays Bayou.
  • Items 30 and 31 (26-6636, 26-6637) declare county property surplus and authorize listing agreements: 1225 Elder Street, and 6710 E. Orem Drive plus 12721 Foxton Road.
  • Item 429 (26-6950) is an executive session under Government Code Section 551.087 on economic development negotiations tied to information from a business prospect for a commercial property. The agenda does not link it to item 343.
