Hollywood’s City Commission put the rezoning of The Club at Emerald Hills on its October 7 agenda as a second reading and advertised public hearing. Ordinance PO-2026-022a would change 166.134 acres at 4100 N. Hills Drive from Country Club to Planned Development. The agenda is the only record we have pulled. The meeting minutes are still draft, so the vote outcome is unconfirmed.

Why it matters

A golf course zoned Country Club is a protected open-space use. Moving it to Planned Development is how a large Broward parcel becomes buildable, and 166 acres inside an established neighborhood is rare land supply. Conversion proposals for this course have drawn neighbor resistance before. Local10 reported in 2020 that residents objected over traffic and a residential rezoning. For nearby homeowners, the question is how much of the course is built on and how close it sits to their lot lines.

The numbers

The ordinance approves a master plan, development guidelines and variances from the peripheral setback rules in the city’s zoning code. The very next agenda item, R-2026-326, asks for design and site plan approval on eight development sites. It totals 284 dwelling units and 40 lodging units, plus a clubhouse. The agenda lists a staff report to the Planning and Development Board but our pull did not capture its recommendation. Florida YIMBY tied an earlier 322-residence concept to PPG Development, so the plan has shrunk since 2023.

What’s next

Confirm the commission’s action once the October 7 minutes are final. If approved, the site plan moves the project toward permitting, and the setback variances are the likeliest flashpoint for neighbors. More on the market: South Florida.
