Housing Trust Group is proceeding with Lakeview at Naranja, a two-phase, 328-unit affordable housing development at 27501 and 27525 S. Dixie Highway in Homestead, replacing a blighted retail center on the site.

Why it matters

Homestead has become the affordable-housing frontier of Miami-Dade, and HTG is one of the most active affordable developers working it. Lakeview at Naranja is a public-private structure built around a Community Redevelopment Agency, a template other affordable developers and builders chasing this pipeline can study directly: land assembled by a CRA, transferred to a private developer at a nominal cost, and backstopped with a CRA loan on top of tax-credit financing. For a market where land costs have pushed for-sale and rental construction further south, this is the financing math that makes a deal pencil.

The numbers

The project totals 328 units across two phases, 203 apartments in Phase 1 and 125 in Phase 2, with a combined 467 parking spaces and 11,466 square feet of commercial space in an eight-story building. Units will be reserved for households earning between 30 and 80 percent of area median income. HTG’s total project cost is approximately $126.4 million. The Naranja Lakes Community Redevelopment Agency, which selected HTG for the site, provided a $7 million loan toward the project and separately paid $12.62 million in 2025 to acquire the 27,260-square-foot parcel before conveying it to HTG for a nominal amount. The CRA is also funding $3.3 million in surrounding infrastructure, including lakefront and pedestrian improvements. Miami-Dade’s broader South Florida market has seen a similar mix of public land subsidy and tax-credit equity used to keep affordable projects moving as construction costs climb.

What’s next

The existing retail center on the site is slated for demolition ahead of construction. Florida YIMBY’s report did not disclose a construction start date, general contractor, or architect for Lakeview at Naranja. HTG has not publicly detailed the remaining capital stack behind the $126.4 million cost beyond the CRA loan and land contribution, including whether the project will draw on Low-Income Housing Tax Credits, a standard financing layer for projects in this AMI band.
