San Antonio permits $253M: JCB Project Sky and a SAT14 data center
Two City of San Antonio permits issued Sept. 29-30 declare $252.9M in job value: a SAT14 data center on Wiseman Blvd and JCB's Palo Alto Rd plant.
JCB’s Project Sky plant and a phased data center called SAT14 received San Antonio permits on Sept. 29 and Sept. 30, 2026, declaring $252,881,717 in combined job value.
Why it matters
The City of San Antonio issued two large commercial permits on Sept. 29 and Sept. 30, 2026. Together they declare $252,881,717 in job value. For San Antonio subcontractors and suppliers, the paper trail now shows where the next heavy trade work sits.
One permit covers JCB’s Project Sky on Palo Alto Rd in south San Antonio, council district 4. The other covers a phased data center project named SAT14 at 3545 Wiseman Blvd on the west side. Data Center Map lists SAT14 as a Microsoft site. The permit itself does not name Microsoft.
Both figures are declared job value on a permit application. They are not purchase prices or loans.
The numbers
JCB, permit COM-SIT-PMT25-40100330, issued Sept. 30, 2026: $162,080,717 declared for 1,620,992 sq ft across Buildings 1 through 7. The project is titled “Main Building, Vertical.” The city logged the application on April 30, 2025.
SAT14, permit COM-RW-PMT26-41100031, issued Sept. 29, 2026: $90,801,000 declared for 775,644 sq ft. The project name reads “Site Foundation & Shell, Bldgs 1-3 / Phased.” The city logged that application on July 14, 2021, so it took more than five years to issue.
The two records add up to $252,881,717 and 2,396,636 sq ft.
The state’s accessibility filing for Project Sky lists different figures. TDLR record TABS2025006477 lists 712,908 sq ft of new construction and an estimated cost of $184,467,000, with an 83,115 sq ft second-floor office area. It shows a start date of Feb. 1, 2025 and a completion date of Oct. 1, 2026.
We did not reconcile the two JCB figures. The permit covers 1,620,992 sq ft across seven buildings at $162.1M. The state filing covers 712,908 sq ft at $184.5M. They may describe different scopes, so we publish both and label each by source.
What’s next
Watch for trade permits under both numbers, including electrical and mechanical. The city’s open data already carries several records under the JCB permit number.
For JCB, the TABS completion date of Oct. 1, 2026 has now passed. Check the city’s inspection and certificate-of-occupancy records before assuming the plant is open.
For SAT14, the permit covers foundation and shell for Buildings 1 through 3 only. Fit-out and power work would need their own permits. Contractors should look for those filings on the city’s open data portal.
