Jersey City Sues Manhattan Building Co. Over Coles Park
The 1.5 acre park has sat shuttered for seven months while the city paid outside engineers to figure out what went wrong underneath it.
Jersey City has sued Manhattan Building Company, the developer that built Coles Street Park as a required giveback for its 305 Coles Street project, over a ground failure that has kept the 1.5 acre park closed since March 2026. Chief of Staff Laura Bustamante announced the suit on Tuesday, more than seven months after the city first shut the park down.
Why it matters
Coles Street Park is not a city capital project. It is private developer money built to satisfy an approval condition, then handed over to Jersey City to own and maintain. When the ground under a giveback amenity fails this early, the dispute tests who holds the long-term liability: the city that now owns the land, or the developer that graded and built it. A ruling against Manhattan Building Company would put every developer offering a park, plaza, or open-space giveback as a condition of approval on notice that the construction warranty does not end at the ribbon-cutting.
The numbers
The park sits on 1.5 acres in Downtown Jersey City, bounded by 16th and 18th streets. It closed in March 2026 after what the city has described as a destabilization event in its northern section, leaving the ground underneath unstable. Rather than wait on a lawsuit to fund repairs, the Jersey City Redevelopment Authority already awarded two no-bid contracts to Langan Engineering and Environmental Services, $59,910 and $48,000, for as-needed assessment of the site and advice on remediation, a combined $107,910 in outside engineering spend before any repair work has begun. What’s next
The city has not released a case name, docket number, or the dollar relief it is seeking from Manhattan Building Company, and Jersey City Times has not published those details beyond confirming the suit was filed. Jersey City has also not given a reopening timeline for the park, saying only that one should become clearer once Langan’s assessment is complete. Jersey City and the wider Hudson County market fall under AmDev’s New York coverage; any docket filing or settlement will determine whether the city recovers its engineering costs from the developer or absorbs them.
