Kolter seeks 318 units as West Palm annexes Haverhill Road site

One meeting, one zoning district, two directions: MF32 frozen on the waterfront, MF32 granted inland on Haverhill.

West Palm Beach commissioners take second reading Monday on a package that annexes 8.54 acres at 5710 North Haverhill Road and clears The Kolter Group to build 318 apartments there. The same agenda freezes new development filings on the South Flagler waterfront, and the pairing is the clearest signal yet of where the city wants growth to go.

Why it matters

Item 11.2 is Ordinance 5177-26, the six-month Zoning in Progress declaration blocking Planned Development submittals on seven MF32 parcels along South Flagler Drive, which we covered at /news/west-palm-beach-flagler-drive-zoning-in-progress-5177-26/. Items 11.3 and 11.4 assign MF32 zoning to Kolter’s parcel and approve its site plan. One meeting, one zoning district, two opposite directions. The city is not slowing multifamily. It is relocating it, off the waterfront and inland along the Haverhill corridor.

The entitlement math is the other half of the map. Kolter is using the Affordable and Workforce Housing Overlay, which is what buys the density and a parking waiver. The price is a restricted-unit set-aside. Also on Monday’s agenda, Resolution 173-26 locks District Pointe LLC into 71 restricted units out of roughly 280 at 1501 Belvedere Road, or 25%, in exchange for variances and bonus density it already received. Underwrite West Palm entitlements assuming that trade, not around it.

The numbers

Ordinance 5174-26 annexes the parcel from unincorporated Palm Beach County, 5175-26 assigns a Multifamily future land use designation, and 5176-26 assigns MF32 zoning. Resolution 136-26 approves the site plan: 318 units, of which 44 are affordable, serving households between 80% and 120% of area median income. That is a 13.8% set-aside, roughly half the District Pointe ratio. Kolter is also getting a 22.5% parking waiver, 139 spaces, conditioned on transit and mobility mitigation. The Planning Board recommended approval 7-0 on May 19.

What’s next

These are adoption votes, and staff recommends approval on all four items, but nothing is approved until the commission votes Monday. The site sits at the northeast corner of 45th Street and Haverhill Road, in District 4. Kolter is a repeat Palm Beach County buyer, active recently in Palm Beach Gardens and at Alton in Biscayne.
