The city has signed off on an 85-unit apartment building at the corner of Venice Boulevard and Glendon Avenue in Palms. The Los Angeles Department of Building and Safety issued certificate of occupancy 229222 on October 21, closing out permit 19010-30000-02854 for the 6-story building, which carries a declared construction value of $8.0 million. For Westside builders, it is a finished test of how far TOC incentives can push a mid-size site.

The permit lists the address as 3773 S. Glendon Ave. The County Assessor parcel on the same record, 4252-029-035, lists its situs as 10801 Venice Blvd. with 85 units built in 2025. Urbanize LA has reported the developer as Reza Amin, acting through Venice Adventures LLC. HY-MAX Building Corp. of Glendale is the contractor of record.

Why it matters

The building is a working example of the city’s Transit Oriented Communities (TOC) program. A 2016 version of the project proposed 63 units using a standard density bonus. The developer later switched to TOC incentives, which let the project grow to 85 units with ground-floor commercial space in exchange for income-restricted units. That is a 22-unit gain, about 35%, from switching incentive programs on the same site, per Urbanize LA’s account of the two plans.

The numbers

LADBS records show the completed building at 6 stories with 85 residential units, two levels of subterranean parking, and 72,984 square feet of zoning floor area against 117,888 square feet under the building code measure. The declared construction valuation on the permit is $8.0 million. The site is zoned C2-1, per the permit.

What’s next

With the certificate of occupancy issued, the building can be legally occupied. The next public signal is a reassessment of the parcel on the county roll. More Westside completions are tracked on our Los Angeles market page.
