Palms: 30-Unit TOC Apartment Building on Motor Ave Gets Occupancy

The Los Angeles Department of Building and Safety issued a certificate of occupancy on Oct. 16, 2026, for a six-story, 30-unit apartment building at 3451 S Motor Ave in Palms. The permit carries $4.7 million in declared job value.

Why it matters

The permit describes the building as a Transit Oriented Communities (TOC) project, the City of LA program that grants extra density in exchange for affordable units near transit. A certificate of occupancy is the last city gate before tenants move in, so 30 more Westside units are now cleared to lease.

The numbers

Certificate of Occupancy 257948 closed out permit 18010-10000-04349, filed as new apartment construction. The city’s dataset lists a declared valuation of $4,730,000, about $158,000 per unit, and about 33,000 sq ft of floor area under the building code definition. That figure is declared job value, not a sale price, appraisal or loan. The permit was filed as owner-builder, with no outside general contractor, and names Glendale firm Uriu & Associates as applicant. The work description lists a building footprint of 139 by 32 feet on a C2-1 commercial-zoned lot in The Palms tract. Measured under the zoning code definition, floor area is about 20,400 sq ft; the two definitions count different spaces. Units are numbered 1 through 30.
