LA Issues Permit for $10.8M, 100-Unit North Hollywood Apartments
LADBS issued a permit Oct. 22 for a 100-unit, 7-story apartment building with 10 affordable units at 11044 W Burbank Blvd in North Hollywood.
The Los Angeles Department of Building and Safety issued a permit October 22 for a new 100-unit apartment building at 11044 W Burbank Blvd in North Hollywood, in Council District 2. Permit 23010-10000-04456 covers the apartments plus an attached accessory dwelling unit, with 10 units set aside for extremely-low-income households. Declared valuation is $10.8 million, the figure LADBS uses to set permit fees, not a sale price or loan amount. For builders, it adds a fully permitted 100-unit project to the Valley pipeline.
Why it matters
A 100-unit building reaching full issuance, not just plan check, is a concrete addition to North Hollywood’s housing supply. The permit is coded Bldg-New, Apartment, meaning ground-up construction rather than an alteration. No developer name appears on the LADBS permit record. Urbanize LA, citing the project’s city planning application, reported the applicant as Al Leibovic of Yaya Case LLC; we have not independently confirmed it. The site is a corner lot at Burbank Boulevard and Case Avenue, previously home to an auto repair shop.
The numbers
The building totals 89,035 square feet across seven stories: a five-story Type IIIA apartment structure sitting over a one-story Type IA apartment level, over a one-story Type IA parking, lobby and retail level, over one level of subterranean parking. The 10 extremely-low-income units equal 10 percent of the 100-unit count. The permit was issued October 22, 2026.
What’s next
The permit clears the building and safety sign-off needed to start construction. No construction start date appears yet in the public record; site mobilization is the next visible milestone. For more on permit activity across the region, see the Los Angeles market hub.
