Urbanize LA reports that Anastasi Development Company has filed a revised plan for Oak Village at 902 W. Washington Blvd. in University Park: 123 homes, down from the 134 condominiums last proposed for the site in 2013. For a builder or broker watching Southeast Downtown, a long-idle corner is back in the entitlement queue with a smaller, different mix.

Why it matters

Urbanize LA reported on November 4 that the filing pairs a five-story, 93-condominium building along Washington Boulevard with 30 three-bedroom townhomes on Oak Street and 20th Street. The city case number cited is ZA-2026-5635-TOC-PR-WDI-CCMP-HCA. We could not open the Planning Department record this morning (the portal returned an access error), so everything below is as reported by the outlet, and the project is filed, not approved.

The case suffix includes a TOC tag, which points to the city’s Transit Oriented Communities incentive program. That is our reading of the case code, not a fact from the filing. The 2013 version, per the same outlet, was a six-story building with 134 condominiums and three-story townhomes to the south.

The numbers

  • 123 homes in total: 93 condominiums plus 30 townhomes, per Urbanize LA.
  • 11 of the condominiums are reserved for very-low-income households, per the same report.
  • Per the outlet, the condos are one- and two-bedroom units of 720 to 1,143 square feet.
  • Per the outlet, a 167-car garage is included. Urbanize rounds the total to “roughly 120” units; 93 plus 30 is 123.
  • The prior plan was 134 condominiums at six stories, a cut of 11 homes and one floor.
  • Roughly 13 years separate the two filings, since the earlier plan was last seen in 2013.

Urbanize names Randy Morris Architect as the designer, with Italianate styling on the Washington Boulevard building and Craftsman and Colonial Revival styles on the townhomes. The outlet also lists Anastasi projects in Torrance and Downtown Long Beach, which we have not independently checked.

What’s next

Per the outlet, this is a revised application with the Planning Department. The next markers are a Planning Department hearing or determination and any appeal window, none of which are scheduled in the reporting we have. Public hearing times, once posted, run on Pacific Time.

We will check the city case record again once it is reachable and update this story with the filing date, entitlement requests and status. For other Southern California projects moving through review, see the Los Angeles market page.
