484 Affordable Units Filed Across Four LA Districts in Four Days

No developer of record surfaces on any of the four filings, but the pattern itself is the story: the ministerial path is moving volume.

Four new 100% affordable apartment buildings, carrying 484 units and $74.5 million in combined declared value, were filed with the Department of Building and Safety over a four-day stretch in late October. The sites sit in Granada Hills, Westchester, the Silver Lake and Echo Park border, and Echo Park itself, all moving through the same ministerial zoning-review track.

Why it matters

None of the four filings show a developer of record yet, and this piece names none. What is verifiable is the pattern: in a single week, builders put four separate 100% affordable projects into the pipeline across four different council districts, all using the same 10 percent HSAP ministerial zoning-review path that state and city affordable-housing streamlining law was built to create. That is not one project finding a loophole. It is the same tool getting used in the Valley, the Westside, and two sites near downtown within days of each other, which is the better evidence that the streamlined path is doing what it was designed to do.

The numbers

The largest by unit count is 5900 W. 85th Pl. in Westchester, permit 26010-10000-05250, at 185 units and a declared $16.9 million, submitted Oct. 21. The largest by declared value is 10810 N. Woodley Ave. in Granada Hills, permit 26010-10000-05235, 70 units at $27.0 million, also submitted Oct. 21. The 1251 W. Sunset Blvd. filing near Silver Lake, permit 26010-10000-04419, adds 162 units at $15.6 million, submitted Oct. 22. The smallest, 323 N. Coronado St. in Echo Park, permit 26010-10000-05281, is 67 units at $15.0 million, submitted Oct. 24. All four carry LADBS status of submitted or plan-check-assigned, not yet issued. None has a certificate of occupancy or an issued permit date.

What’s next

Submitted is not issued. Each filing still has to clear plan check before it can move dirt, and 100% affordable projects on the ministerial track can still take months between submission and an issued permit. We will track all four filings through plan check and flag the first of the four to reach issuance. If a developer of record surfaces on any of the four during that process, we will update this story and report it by name rather than treat it as settled now.
