LA County Adds $3.6M to Cover Cost Jump on East LA Housing
A project already backed by $27M in state money and $7.8M in county funds still needed a top-up before breaking ground.
The LA County Board of Supervisors approved $3.6 million in additional gap financing on Oct. 20, 2026, for PATH Villas East Los Angeles, a 59-unit supportive housing project at 5010 E. 3rd St. in unincorporated East LA, after construction costs climbed since the deal was priced in December 2025.
Why it matters
This is a cost-inflation signal, not a funding-gap story. PATH Villas East LA was not underfunded or stalled: the nonprofit developer PATH Ventures already had a $27 million state Homekey+ award and $7.8 million in prior county money behind 59 units before this vote. The project still needed more cash within roughly ten months of being priced. For builders and GCs working any deal priced before mid-2026, that gap is worth pricing into a contingency line now, not discovering at closeout. For affordable-housing sponsors specifically, it is a reminder that a fully capitalized stack at entitlement is not a fixed number through permitting and construction start.
The numbers
The county’s $3.6 million top-up, approved Oct. 20, 2026, follows a $27,000,000 Homekey+ gap-financing award to the Los Angeles County Development Authority and PATH Ventures, dated Oct. 13, 2025, per the state’s own Homekey+ awardee list: 60 total program-funded units, 59 assisted and one manager unit. The county separately put in $7.8 million back in May 2021. The building itself is four stories with a 14-car garage, a community room, on-site laundry and a second-floor terrace deck, replacing a former used-car lot near the Metro E Line’s East Los Angeles Civic Center Station.
What’s next
Urbanize LA reports the project is moving toward construction following the Oct. 20 vote; neither source gives a groundbreaking date. The American Developer will track the permit record for East LA, part of our broader Los Angeles coverage, for the next milestone: a building permit issuance, which would confirm the financing is now locked and construction is actually starting rather than still pending.
