Lathrop Homes' first new building breaks ground on $22M permit
The City of Chicago has issued a $22 million permit for the first new building in the long-delayed Lathrop Homes redevelopment.
The City of Chicago has issued a $22 million building permit for the first new structure in the Lathrop Homes redevelopment, and construction is already underway.
Why it matters
The City of Chicago issued a full building permit for construction at 2740 N Hoyne Ave, the first new structure to rise inside the Lathrop Homes historic redevelopment. The permit, numbered 101055542, cleared August 4, 2026, after a 644 day review that began October 29, 2024. Its status is active and its milestone is inspections, meaning the building is under construction, not still on paper.
Lathrop Homes is a CHA public housing complex on the Chicago River near Diversey Parkway and Damen Avenue. Preservation Chicago has named its 1930s buildings to its endangered “Chicago 7” list three times since 2007. Phase 1C is the first new construction the site has seen since the redevelopment began years ago.
The numbers
The permit covers a 5 story, 59 dwelling unit mixed occupancy building with 10 outdoor parking spaces, built to occupancy groups R-2, S-2, A-3 and B, Type 1-B construction. The applicant reported a $22 million cost on the filing. That figure is the stated construction cost on the permit, not the total project budget.
Chicago YIMBY reported in April 2026 that Phase 1C also includes rehab of seven existing historic buildings totaling 250 units, bringing the phase to 309 total units. The outlet reported that Chicago City Council approved roughly $140 million in bonds and tax increment financing for the phase, joining a $41 million CHA loan, low income housing tax credits and a private construction loan from Bank of America, for a total project cost the outlet put above $200 million.
What’s next
The new building at 2740 N Hoyne is designed by bKL Architecture. HED Architecture is designing the rehab of the seven existing buildings, and Arda Design is handling the historic powerhouse on the site. The permit holder of record is Lathrop Preservation Phase IC, LP, the project entity tied to developers Related Midwest and Bickerdike Redevelopment Corporation, working with CHA as Lathrop Community Partners.
With the new building’s permit now active and inspections pending toward a certificate of occupancy, the next phase of work to watch is the rehab scope on the seven historic buildings. More in Chicago.
