LD&D breaks ground on Datura tower with main permit unissued
The only issued vertical permit at 506 Datura is a $1M foundation-only card that runs out August 3. The $90M residences permit failed a compliance review July 1.
LD&D and IGEQ broke ground Friday on Alida Residences at 506 Datura Street in downtown West Palm Beach, with Mayor Keith James on site. The city permit record shows the tower’s main building permit is not issued, and the only permit that is expires in two weeks.
Why it matters
The one issued vertical-construction permit is 25081441-COM-BLDG, foundation only, described as “FOUNDATION (PILE AND PILE CAP).” It was issued February 4, 2026 and expires August 3, 2026. The 21-story residences permit, 25111371-COM-BLDG, applied November 26, 2025, is in “Requires Resubmit.” Its last workflow entry is a private-provider affidavit and safety compliance step marked Not Passed on July 1, 2026, sixteen days before the groundbreaking. The hotel permit, 26040984-COM-BLDG at 219 Quadrille Plaza Drive, is also in Requires Resubmit. Both pending permits carry a flag reading “ADD PERMIT ISSUE HOLD AS WELL, EXPIRED CONTRACTOR.” For a sub, that is the schedule in one line: piles can go in, the tower cannot, and the foundation card runs out August 3. The general contractor on all three is KAST Construction Company Florida LLC, license CGC1532608, which no published coverage names. Plan review and inspections run through private provider Pacifica Engineering Services LLC rather than city review.
The numbers
The residences permit is carried at $90,000,000 for 354,553 sq ft. That is a fee-basis valuation on one building, not a project cost. The hotel permit is carried at $0 because fees are consolidated. The land basis: three contiguous parcels totaling 0.82 acres, held by 506 & 524 Datura Owner LLC at LD&D’s Biscayne Boulevard address, bought on two warranty deeds recorded February 10, 2022 for $4,875,000 and $3,250,000, or $8,125,000 combined, roughly $227 per land sq ft. Published coverage dates the assembly to 2019; the deed record and the developer’s own project page both say early 2022. The 2025 assessed market value is $9,055,344, with $200,778 in tax, so the assessment now sits above what this South Florida buyer paid.
What’s next
Site Plan Amendment DMP-000192-2024, approved with conditions June 26, 2025 and expiring June 26, 2027, describes a twenty-story building with a 120-room boutique hotel and 182 apartments. The announced program is two buildings, 21 stories, 181 units and a Tribute Portfolio by Marriott hotel the developers put at 112 keys. Demolition finished June 24, 2026, fencing permits issued in April, and a zoning confirmation letter closed July 16. Completion is announced for 2028.
