Miami issued a building permit on Sept. 14 for The Lincoln, the eight-story, 48-unit condominium at 3151 SW 27th Ave in Coconut Grove being built by Lore Development Group and Element Development. The county permit record lists Winmar Construction as contractor and an estimated value of $37,669,311.

Why it matters

The permit is the paperwork behind a project already under way. We reported the groundbreaking in August and the $58 million construction loan in September. The record shows the city signed off on the full new-construction scope for a boutique condo, not just early site work.

For construction firms and subcontractors in the Grove, a formally issued permit on a 180,767-square-foot building means the trade packages are live. The record lists Winmar Construction Inc., a South Miami contractor, as the licensed general contractor.

The permit value is a fraction of the roughly $90 million total development cost The Real Deal reported for the project. That total also includes land, financing and soft costs, and the permit figure is an estimate filed with the city, not a contract price.

The application date on the record is April 2025, about 17 months before issuance.
