63% of Miami-Dade's New Permits Have No GC Yet

Nineteen of 30 Miami-Dade permits over $2M since Aug. 26 list the contractor as Owner, 85.7% of the dollar value with no GC of record yet.

Nineteen of the 30 Miami-Dade construction permits at $2 million or more issued between Aug. 26 and Sept. 11 list the contractor of record as “Owner,” not a general contractor. That is 63% of the permits by count, but those 19 filings carry $685.2 million of the $799.3 million in total permitted value, 85.7% of the dollars. Even after setting aside the three multifamily majors this wire already covered on their own (a Surfside tower, a North Miami Beach project, a Wynwood project), roughly $208.1 million in owner-permitted work still has no contractor locked in.

Why it matters

For a general contractor or subcontractor working Miami, an owner-permitted filing is a live bidding opportunity, not a finished deal. The money is committed and the permit is issued, but the crew is not. At 85.7% of this window’s dollar value, that is most of the pipeline still open, spanning a $100 million hospital expansion, nine spec homes, and an industrial cluster in Doral.

The numbers

Across the full window, 4 industrial permits totaled $31.2 million, but only 3 of them, all from Foundry Svf 25th Doral LLC on NW 25th Street, are the Doral cluster, $25.2 million combined. The fourth industrial permit, $6.0 million from Flightway Fifteen LLC on West Okeechobee Road, is a separate developer and a different corridor, not part of that cluster. The rest of the window: 6 multifamily permits totaling $500.1 million, 1 hotel at $9.0 million in Homestead, 1 medical permit at $100.0 million for Homestead Hospital, and 9 single-family spec permits totaling $25.0 million, each between $2.05 million and $4.15 million. Six of those nine spec homes are also owner-permitted.

What’s next

Foundry Svf 25th Doral LLC’s three same-day Doral filings read as a phased industrial park, worth watching for a fourth permit on the same block. Everything else on this list marked “Owner” is a name for a GC or sub to go find, before someone else does.
