Three Broward hearings this week are worth a developer’s attention for reasons that have nothing to do with consent-agenda housekeeping. Pompano Beach’s Architectural Appearance Committee takes up building design for Mill Creek Residential’s 347-unit Modera and a full rebuild of the Pompano Beach Marine Center on September 1, and Hollywood’s Community Redevelopment Agency board votes September 2 on a contract change that pushes a beachfront infrastructure job past $77 million.
Why it matters
Modera’s design review matters because it signals the project is moving in parallel with, not waiting on, its rezoning. Mill Creek filed for a B-3 to Planned Development-Infill change on the same 3.88-acre slice of the former Gunther Volkswagen site where it wants to build eight stories and 347 units, and getting the building’s look in front of the AAC now means the entitlement and the design track can close together instead of stacking delay on delay. The Marine Center rebuild is a smaller but real signal for South Federal Highway, where an existing marine dealership is trading outdoor boat storage for an enclosed, glass-and-metal showroom, the kind of commercial reinvestment corridor landlords watch for. In Hollywood, the CRA’s contract amendment is the clearest read: undergrounding utilities and relocating Surf Road to accommodate beachfront construction now costs the district over $900,000 more than authorized, plus a direct reimbursement tied to the same relocation, a real number that shows how much public money rides on getting a beach corridor project’s civil work right the first time.

Modera: 347 residential units, eight stories, roughly 10,600 square feet of ground-floor commercial space, on 3.88 of the site’s 6.5 acres. Marine Center: a roughly 37,000-square-foot two-story replacement for the existing 74,656-square-foot lot. Hollywood’s Burkhardt Construction contract moves from $76,458,080.36 to $77,362,002.74, with a separate $903,922.38 reimbursement resolution on the same agenda.

Pompano’s AAC vote September 1 does not grant final approval on either project, it clears building design so the underlying site plan and rezoning applications keep moving. Hollywood’s CRA vote September 2 obligates public dollars to private-adjacent beachfront construction before that project’s own approvals are fully public. For South Florida developers and contractors tracking the Federal Highway corridor and the beach CRA district, both hearings are worth watching past this week’s vote.
