Onni's 474-Unit Arts District Towers Clear PLUM Committee
PLUM approved ONNI Capital's zone change for two Arts District towers with 474 live/work units. The full City Council has not voted yet.
The City Council’s Planning and Land Use Management Committee approved a zone change on October 13, 2026 for two Arts District towers with 474 live/work units, filed by ONNI Capital, LLC.
PLUM’s approval is a recommendation, not a final decision. The full Los Angeles City Council still has to vote, and its deadline is November 17, 2026. For builders and subcontractors, a yes would put close to 513,000 square feet of new floor area on the Arts District pipeline.
Why it matters
The site covers 2.2 acres at 2117-2147 E Violet St and 2118-2142 E 7th Place, in Council District 14. The plan calls for a 30-story building with 324 units and a 20-story building with 150 units. Of the 474 new units, 77 are set aside as affordable. The zone change amends the “Q” conditions of Ordinance No. 187209, which governs what can be built on the land. The entitlement history runs back to a 2017 case, CPC-2017-437-GPAJ-ZVC-HD-VCU-MCUP-SPR.
The numbers
- 474 new live/work units, 77 affordable
- 2,034 square feet of new ground-floor commercial space
- 512,990 square feet of new floor area
- Five existing buildings with 56,686 square feet stay on site, including six live/work units
- 480 total units and 569,676 square feet of floor area at completion
The case number is CPC-2025-2329-VZC-PR-HCA, with vesting tract maps VTT-74890-CN and VTT-74890-CN-M1. The environmental review is ENV-2017-438-EIR-ADD2. The City Planning Commission’s report is dated August 18, 2026. The PLUM agenda names Mark Spector of ONNI Capital, LLC as the applicant. Matt Dzurec of Armbruster Goldsmith & Delvac represents the application. The Council File itself lists no applicant.
What’s next
As of October 18, the Council File still shows the item in committee, with no Council vote recorded. The Council must act by November 17, 2026. No building permit has been filed for the towers. A construction valuation will surface only when that permit is filed.
