Out to Bid: One Broward notice, Copans solicitation in Q3

One development-grade posting cleared our solicitation wire this cycle, and it is not a bid. Broward County’s West Copans Rehabilitation and Redevelopment Project sits on the county’s BPRO portal as a Public Notice, reference type NOA, issued through FASD Purchasing on behalf of the Transportation Department. It opened July 8 at 1 p.m. and closes Aug. 14 at 5 p.m. Eastern. The posting states in its own words that it is not a request for pricing or a purchase commitment. What it does say is that the county anticipates releasing the actual solicitation by the third quarter of 2026.

Why it matters

The Aug. 14 date has been circulating as a due date, including in our own roundup two days ago, and it is not one. Nothing is submitted on Aug. 14; the notice simply comes down. The date that matters to a contractor is Aug. 10 at 5 p.m., the question deadline, because that is the last free shot at shaping scope before the package is drafted. Broward already signaled delivery: its Copans market sounding day on Sept. 5, 2025 was built around a Managing General Contractor or Construction Manager at Risk approach, which means qualifications and preconstruction capacity decide this job, not low number. The county’s notice confirms it may go back to the contractor community for more feedback first.

The numbers

The site is 3201 W. Copans Road in Pompano Beach, Broward County Transit’s 27-acre bus operations campus. The program calls for a 200,000-square-foot maintenance facility built for electric buses with rooftop solar, plus a 16,900-square-foot training center with driving simulators. The notice carries no bonding requirement, no contract duration and a zero percent small-business goal, all standard for an NOA. Every one of those fields gets real numbers when the Q3 package drops.
