Pacific Star gets $35.7M permit for 175-unit 3600 Biscayne tower
Pacific Star Capital, which paid $24M for the old Denny's site in 2022, was issued a $35.7M Miami-Dade permit on Sept. 23 for 175 units at 3600 Biscayne.
Pacific Star Capital has its permit for the old Denny’s site at 3600 Biscayne Boulevard. Miami-Dade issued permit 2026073449 on Sept. 23 for a new 175-unit residential building valued at $35,664,388.
Why it matters
The county record shows the owner acting as its own contractor, so a general contractor is not yet named on the permit. Florida YIMBY reported that Pacific Star bought the 1.17-acre site for $24 million in 2022, from Denny’s Realty LLC. That puts roughly four years between the land purchase and the permit. We could not confirm the exact deed date, so we do not give a day count.
The site sits on a major Biscayne Boulevard corner near the Design District. Miami Today reported in 2024 that the owner, 3600 Biscayne JV OZNF LLC, is an affiliate of Pacific Star Capital. The record lists that LLC as the permit owner.
The numbers
The permit lists 175 units, 22 floors and 203,796 square feet, with an estimated value of $35,664,388. The 2023 and 2024 reports described an 18-story tower with 175 apartments, plus a parking podium of up to 366 spaces and about 36,700 square feet of commercial space including a possible grocery.
The floor counts differ: 18 stories in the proposal, 22 on the permit. The county field does not say whether parking levels are included, so we do not read it as a taller building. The square footage also differs from the 395,248 square feet Florida YIMBY reported in 2023, and the permit does not explain why. The unit count matches at 175.
Construction value equals about 1.5 times the reported land price. Nothing in the permit record shows financing, and we found no source confirming what “OZNF” stands for.
What’s next
Watch for a named general contractor, since the record shows only the owner. Watch too for any change in the retail or grocery component and for a lender or equity announcement. Sales or leasing plans have not been disclosed in the sources we reviewed.
